General Rebalancing Missiles

I do use them, occasionally, but I wouldn't want them on every ship I build.

Military slots, and I'm amazed this has to be explained again as this is said every time this comes up, are additional slots that were added to military ships. They are a bonus to add to survivability, not a limitation to slots that otherwise could be used for cargo etc. That's like saying you can't put a cargo bay in your armour slot.
You can leave these slots empty and not put missiles there.

As for the military slots, you said the opposite earlier. How nice that on the passenger ships removed the slots for the cabins now you can stuff there reinforcements guards shield.

Too many things to be fixed that were built one upon another... to the point they can't fix something without breaking another... therefore leading to "better leave it behind" situation we're currently in...

And you think if FD redid everything they wouldn't make new mistakes or repeat the same old mistakes? What gives you any confidence of this?

And how many years do you think it would take to redo everything to get to the same point we have now?

And how many people do you think would pay for something that is basically the same old game in that time while its being developed?

I've got to say I like playing ED now. I'm not sure I'll be able to start playing a new game in ten years' time...

Yeah, despite its issues, i'm still enjoying it and hoping for more content this year, although i'm not that hopeful it will happen.

There are plenty of utility slots as it is. But mandatory missile weapon slots will encourage everyone to use missiles and eventually battles will change their nature.

Not really; the main ones used are Shield Boosters, MAYBE chaff. Heat sinks mainly for AX combat.

One of the primary weaknesses of a Hull Tank is that there's just nothing useful for their utility slots to do. A T10 needs 2 point defense, 1 chaff, and maybe a heat sink if they're feeling frisky, and after that...what? That leaves 4 slots available. A hybrid might use two of those for resistance shield boosters, but that still leaves 2 free.

If you could put missile racks into those slots, then suddenly hull tanks can trade their reduced durability for more damage, and that actually starts to make them worthwhile!

I don't agree with you. What is a hull tank? A ship without a shield.
Utility only 3 ships have 6, and only large ships have 8. Yes you can spit on the repair of the hull on landing from its price, but when there will be missiles around, what to do?
How many people fly without a shield in PvE?
At least on large ships you will already use 4 points of protection, not 2.
And then remember Star Wars P2D2 sat in the utility slot to repair the hull.
Why in the case of the use of missiles do not always add a robot crab that he could fix the hull when it is necessary ...

Not many. Why? Because they're not as good! How do you make it better? Give them better options! Too few people flying shieldless should support this, not discourage it!
That's not why. I've written above, but I'll say it again.
All NPCs always fly with missiles (maybe they do not have a limit on ammo) and as soon as you drop the shields all NPCs immediately start you on all sides of the missiles.

Sure, but I've gone hybrid and shieldless before. It can work just fine, so long as you fly with your point defense oriented properly.
