Ships can serve 2 purpose : Transportation and Attack/Defense
Ships can transport 2 things : Cargo and Passenger.
Currently ships are very unbalanced as Military and Multi-Role ships are better at everything !
Only the Beluga Liner has limitation on what modules it can fit. Military ships has an extra slots and it's good for specialization.
It can be easily balanced with the following things :
PASSENGER :
- Only passenger ships (Kruger's ship) and Imperial Cutter/Clipper can fit 1ere class. They needs classy ships.
- Increase a lot the number of available luxury passenger missions. Add luxurious station/hotel where you can pick luxurious missions easily.
- All Economical class share cabins. This way non luxurious ships only serve as a Space Auto-Bus.
- All business / 1ere class / Luxurious are VIP and pays a lot more than Economical. This way luxurious passenger ships are usefull because you can earn a lot without the needs to found place to stack passengers.
- Rebalance payment passenger missions so one passenger always pays more when he request a higher class passenger cabin : Luxurious class > 1ere Class > Business Class > Economical Class in profits
HAULING :
- Military ships should have more limitation on some modules slots to prevent them from hauling more than cargo ships. 1 or 2 modules limitation would be ok.
- Buff by 25% Type-9 cargo space via dedicated slots. For now it's bigger than the long and narrow Cutter and can haul a lot less...
- Add a lot more cargo ships that can transport goods.
Some future wings missions could pay a lot more because you'll needs both a hauler/passenger ships and some protections.
I don't think Multi-roles ships needs to be changed as they are good at everything but not as good in each area as a specialized one (at the exception of the Type-7)
