In the hope this will help just one Commander...
Upgrade from Windows 7 to 8.1 Pro.
My system:
Windows 8.1 Pro 64-bit (6.3, Build 9600) Clean install: 16/10/2015.
Motherboard: ASUS M5A99FX PRO R2.0 (Bios Date 04/07/14 Version: 04.06.05 MBECI-006).
CPU: AMD (Piledriver) FX9590 4.7GHz (5GHz Turbo) Socket AM3+ Eight-Core Processor (not overclocked).
RAM: 16GB G-Skill RipjawsX DDR3 PC3-17000CII 1600MHz.
Graphics Adapter: Sapphire VAPOR-X R9 280X TRI-X (not overclocked).
Sound: Soundblaster-Z. [OEM].
Storage: Samsung EVO 250 GB SSD Hard Drive.
Storage: 1 Terrabyte Seagate Barracuda SATA III Hard Drive.
Power Supply: 850W Corsair Builder Series CX850M.
Cooling: Corsair Hydro H80i.
Monitor: 24" LG. (60 Hz Refresh Rate).
Zalman USB Gaming Mouse.
Logitech K360 Wireless Keyboard.
Logitech G13 Advanced Gameboard.
Logitech G930 7.1 Surround Sound Wireless USB Headset.
Thrustmaster HOTAS Warthog Joystick & Throttle.
Wireless TrackIR 5. (Modified).
10Mb Internet Connection.
All drivers updated.
The problems: Elite: Dangerous stutters & freezes momentarily with sound crackles.
After updating my motherboard bios, some settings were found incorrect. (maybe they always were!)
The bios settings 'C1E' & 'cool & quiet' were both enabled, it turns out they were the cause for a crackle with my USB G930 headset.

g) Click "Save Changes" button.
I discovered through the disk defrag options in Windows that I could not optimize the 'System Reserved' partition. The state was always 'needs optimisation'.
I didn't know if that was how it should be so I looked into it & found my specific SSD software was missing...doh!
This machine is now much faster than it was & I have now finished eradicating most event errors, except for some occasional 'schannel' errors when I use Skype, these do not affect the machine's performance at all & from what I can find on the net, I need not bother about them.
ED runs smooth as silk now.
Other known good settings:
Disable all other sound devices in device manager & in the playback devices list in the system tray (right click speaker icon near the clock).
Uncheck box to disable audio enhancements.
Set playback format to 16/24 bit, 48000 Hz (Studio quality).
Set power settings in 'Hardware & Sound' & choose 'High performance'.
If you have the Soundblaster-Z like mine then don't install the windows update driver before you install the software from your install disk.
If you already have then go to device manger & uninstall the card along with the driver software & click refresh. Go for another install, this is mainly for the Dolby surround sound software to be installed.
Keep up the great work Frontier, this past year has been amazing to be a part of. This game is quickly becoming truly awesome.
Even purchased me a lifetime expansion pass.
