Is there a Recenter Joystick(s) function key in game?

I don't know about pc, but on a console, you go to settings and your tab at the top should state custom. Click on it, scroll down to your particular hotas and click on it. On consoles doing that is basically a reset.

I thought all games did a reset when they started. I thought wrong. Had to go to ThrustMaster and get a calibration tool that worked and saved the center setting in a file somewhere. Ah, things are different than 20 years ago... Old dog has to learn new tricks.
