One of the weekly PP 2.0 tasks is recover research and industrial data in system XYZ. I've gone to multiple settlements and I can't find something called a data point. I know what the traditional data points look like and you can normally scan them from your ship. Is this a on foot mission only or am I missing something?

Yes, this is an on-foot mission. The data points are inside the buildings at Odyssey settlements.
(In general the base occupants will not like you just going in there and wandering off with the data)

On the other hand, completing the weekly PP tasks is entirely optional - it's only the first introductory set (which is ship-only) which you need to do, all of them after that, you can do them for the (fairly small!) bonus merits, or you can ignore them if they look unfun or like they'd take too long to be worth it.
Odyssey is part of the game for years now. It's about time its contents gets included in stuff like that. Of course only for those who own Odyssey.
