Horizons Red planetary outline?

So Lave 2 in Lave has a red instead of blue planetary landing indicator outline. Never seen one, what does that mean?

OR, more seriously, I think it means that you dont have enough thruster strength for that world's gravity.

I though red was permit locked landable?

Correct, I visited the system and in the nav tab it shows Permit locked.
