Is the redemption office on a fleet carrier function the same as an interstellar factor? Ie... if I accidentally incur a bounty, can i pay it off at the redemption office, instead of hauling a big distance to an IF?

Why long distance? Find the closest low security system. You can be almost sure you will find an IF there. (alternatively, use EDDB.io or Inara.cz to find one. You can filter by distance.)
