Love it - would only change kudu for eland. The biggest antelope out there.
Swap the shoebill for the grey crowned crane, for sure, even if the shoebill is a classic Frontier choice, and maybe swap one of the carnivores for a guineafowl. We need at least one bird from this pack that's actually common in captivity.
Honestly wish we could have both of them, but I didn't really want to overdo the ungulates here
And I would exchange it with (one of) the smallest, the Kirk Dik Dik. But I agree with you. The Rest of the Pack is pretty perfect.
Ehh... not sure people would be super thrilled with an Africa Pack 3...

. And Africa has still such a high number of popular animals that I See no Problem for such a Pack. Perhaps Here the people are not thrilled but If Frontier Puts the Baboon, one or two birds in it together with an Antelope (a Safari Pack has to have one), the Serval and perhaps the Honey Badger you can clearly make such a pack very acceptable for the common player outside of the Forum. And honestly Africa just has by far the highest number of Zoo animals and a Lot to offer.

I'm not sure a Safari pack needs to be all African animals...as the shade thrown towards the Arid DLC would demonstrate. You can round out the last 2-3 spots with Indian wildlife.
An animal like a Blackbuck would be perfect, and more additions like: Asiatic Lion, Leopard, Gaur, even Asian Golden Cat.
I personally would swap:
Honey Badger - Gaur
Kudu(as much as I love these guys) - Blackbuck
Serval - Asian Golden Cat or Asiatic Lion

Safari is connected for me and I suspect also a lot of other people strongly to Africa. If the Pack would be called Savannah I would say it would be okay with animals from other continents. And I do not think that the Shade on Arid Pack was because it was composed just of African animals. And If I Look to Steam Reviews and also Here within the 2023 DLC popularity Thread Arid was not that bad as it is always made. People expected a bird and a Baboon and were unhappy with the normal Exhibit. Both would be inside this proposed pack and a Chameleon would likely be much more appreciated than a further snake. And except for the Blackbuck instead of the Greater Kudu I see no improvement regarding the general animal popularity. But it is your preference which is totally okay. I also said I would make one Exchange.
I mean I wouldn't swap the Honey Badger as it is far too popular above the Gaur, and it just became possible as it could reuse the Wolverine rig
Safari theme also connects strongly to African with me as well. But India really needs some love too, and Safari can work for both.
I agree that all the Arid animals being from Africa isn't the only criticism. The other common one being too many ungulates(especially in place of the animals you mentioned).
I've seen a lot of requests for the Blackbuck, and few for the Kudu, so I do think it would be a solid boost in popularity.
I'm 100% with you on the Chameleon. I've been advocating small lizards for several years now.
I'd be okay with that.
