When having the choice of both, it makes sense that ranger operations (flare, tranq, medicate) should be slightly less expensive while, on the other hand, the same operations but carried out from ACU should cost a lot more - you're making a chopper fly after all. Flare, tranq, medicate should cost between 3x and 5x of their value, while rangers could be reduced between 25-50%
