EDIT: This was meant for PC2 suggestions, I don't know why but when I search for planet coaster 2 suggestions, it always takes me to planet coaster 1 instead. I think the main reason people use barriers is not as a way to make an "off limits" area but instead to simply give collision to scenery that doesn't have it. However with the current size of the barriers effect it can make it difficult to use them for this purpose in tighter spaces. For a few examples, I made an inner tube return spot just as decoration and used barriers under the surface to make it so that guests don't walk through it. Even though there was visually plenty of room between the edge of the pool and the barrier, whenever guests would climb out at that spot, they would, without fail, get stuck because they were within the radius of the barrier. The fix was to move the barrier further in to a point where it looked as if guests would be able to walk through. Another example, I tried to use the barriers and barrier signs in an area where things were spaced 4 meters apart. I used the barriers under the surface for a couple fences but the biggest issue was where I had used the barrier signs inside of some poles to make it so that people didn't walk through the poles. Even though these pole were 4 meters apart leaving plenty of room between them, guests rarely were able to pass them to get to the shops, and even if they did, they would get stuck on their way out and teleport to the entrances.
Realistically barrier fences are hard cutoffs. People can get as close as they want and even lean on them, as long as they don't cross them. But in this game guests can't get within meters of them and if they do find themselves in that range they can't find their way out. I think that the large radius only really makes sense for the stop signs/no entry signs. Those are meant to be a single sign that is put on a post and people are not meant to pass into the area around them. Barriers however should let guests get much closer to them so they can be used to direct guests around scenery more accurately. Additionally, I think there should be barriers that are single points, like a single pole or perhaps a traffic cone. Something that can have a small radius and put inside of a pole so that something like a support beam or light post can be put in the middle of a path and not be passed through. Finally it's very difficult to use these barriers when you can't tell how large their radius is. I think while editing them you should be able to see their effect radius, perhaps even edit it.
