Reducing another power's control score?

TL;DR - can a CMDR pledged to one power reduce another power's control score in an uncontrolled system?

Scenario:
  • Uncontrolled system.
  • Power A has a control score of 79k, about the middle of the bar.
  • Power B has a control score of 35k, just below the conflict threshold
Can a supporter of Power A do anything to reduce the score of Power B to keep it below the conflict threshold, or is all we can do increase the control score of Power A?

You can do something much more entertaining: let them acquire it and then burn it down afterward. That means, for a small merit investment on your part, an investment of 480k+ merits from your opponents could go down the drain.💀

U wait till they aquire the system.
Then merit bomb it (undermine) spamming it. If they counter by going for fortified and their input is higher per cycle your screwed.
Do the merit bomb in the early hours of Thursday for maximum effect (before weekly tick)
