Refined Idea/Presentation on Pilot's Federation Insurance Premiums for PvP Deaths

The idea behind this is to make PvP more accessible. Not only is the engineer grind to prepare a ship for PvP combat miserable, but then you've got to keep up an account balance as well. PvP is not lucrative. There is no money to be made by PvPing. In fact, you lose money at astonishing rates while PvPing (especially if you are learning). I've lost 80,000,000cr in a single night before (flying an FDL). The only way to get any better is to go out and fight. When you go out and fight, you might explode. Exploding is very, very expensive. I'm not trying to eliminate the need for PvPers to make credits or anything, I just want it to not be so horribly unbalanced! Let's assume you don't use any "exploits" to farm tens/hundreds of millions of credits an hour, and use a more "standard" approach. You're going to make maybe 4-10 million an hour, depending on what kind of ship you have at hand and if you find a good place to make some credits at. Let's average that out around 5,000,000cr per hour. That's barely over half of my 9,000,000cr rebuy on my FDL. Using conventional credit grinding methods, I have to do something I find exceedingly boring for 2 hours, just to get 15-30 minutes worth of doing something I enjoy (assuming I explode)!
This might not seem like a huge deal to a lot of people, but it's kept me from even logging in for a few days because getting money feels like a chore. I really love this game, and I really want to keep playing it. The concept is presented as a reaction to griefing, but it would serve the PvPers who just like organized fights with each other as well.


Here is a little RP introduction to the idea:

"The Pilot's Federation, after much consideration and deliberation, has elected to introduce a new insurance policy for CMDRs who experience loss-of-ship at the hands of another member of the Pilot's Federation. This new policy has been designed with the intent of reducing the financial strain that is currently being placed upon an innumerable amount of CMDRs who are suffering from unfortunate run-ins with rogue members of the Pilot's Federation, be these rogues either independent, or belonging to any of the several infamous organizations of extremist CMDRs, such as: The Smiling Dog Crew, Renegades, and Nomads to name some of the more prominent groups.


This policy will supplement the CMDR-in-question's credit account with funds from the Pilot's Federation upon loss-of-ship at the hands of another member of the Pilot's Federation. The amount of credits wired to the account of the assaulted will be determined by the Pilot's Federation Combat Rank that the CMDR holds, with less experienced CMDRs being given more generous premiums. Insurance payouts will cap at 98% of the cost of lost property for Harmless CMDRs, and will bottom out at 80% of cost for Elite CMDRs. Under this policy, an Elite CMDR flying a ship with an 8,000,000cr insurance deductible will only need to pay 1,600,000cr in order to have their insurance cover the remainder of their re-buy costs.
