If I create a group on the PS4 can my buddy who has the game on PC able to join in? a friend of mine is getting a PC soon and we are hoping to play in the same group.

What you can do to share play on different platforms is limited to whatever in-game mechanics are shared cross platform assets, e.g. BGS, Fleet Carriers, Minor Factions, Player Minor Factions.
Squadrons unfortunately do not cross platforms, and there is no cross platform play, chat or anything like that.
Cross Play is an often requested feature that Frontier do not feel the need to address at this time, for whatever reason; we simply do not know. ..
