Regor sector locked?

I was on my way back from exploring and came across the Regor Sector. Every star system in the sector is permit required with an unknown permit. Anyone know why or how to get access?

The First Great Expedition thoroughly scanned the whole area. So far nobody knows why it is locked or what is there (or will be).

There are other locked regions of space as well, one was even found on the far side of the galaxy.

Hmmmm makes you wonder what is going to happen with those sectors! New alien races? Really makes me wonder!
