Release Ceratosaurus with Strong Muscle Fibers modificaiton - it's on my mission list but I just can't figure it out. Anyone?

You will need to get to the Isla Sorna map, and get the security mission that unlocks the Strong Muscle Fibers Gene Modifications. If you've not been to this map, you'll need to cancel the current mission. IF you've been to this map, you've not reached enough reputation to unlock it from the security missions on Sorna.
