Clarification you can over fortify THIS WEEK ONLY!
For this week only you may over fortify. Just no more fortification of systems under the Trigger
Also, my reading of the Fortification spreadsheet shows us counting those in turmoil as undermined, thus counting twice. We are at -42 not -295 unless I somehow do not understand the mechanics of the speadsheet. I manage my game by spreadsheet. I have a Cost Accountant background, so I marvel at the Fortification Tracker

The spreadsheet is accurate. Trust it over anything else.
If you check Raptor's post on reddit, we have added to the fortification targets. The goal is a deficit in the 400s, but the question is how much else we risk.
Though, right now I couldn't tell you what the spreadsheet reads, because there are too many people with it open.
As for how it works, Arkhanist will understand it. Just make sure you're including the 62.1cc per system cost of Overhead in your maths.

I think we should create a topic to make a deal with other Empire factions.
As i can see now, all system in turmoil were undermined by other Empire factions. They are all in their teritory.
If simply we could share the remaining systems in Empire space, we could then focus on expanding on other power territory.

Coca, I know you mean well, but perhaps it's better to not get involved with the strategics of this. Those systems in turmoil, we want to lose them! They lose us CC, so we have to get rid of them, and it's good that they are being undermined. It's a 'one step back, two steps forward' kind of thing.
As I understand it, there are ALD supporters that pledged with other Powers just to undermine the systems we want to get rid of.
Now, I don't know nearly enough about the underlying mechanics of powerplay either, but that's exactly why I just take orders from the people here that do
(And in the meantime, I try to read a bit about how poerplay actually works. The data from in-game isn't up to date, and often just plain wrong.
