Remote Engineering

Additionally, it does not contribute to increasing your Rep with the Engineer (but you are level 5 already right, so it doesnt matter), nor can you apply any different/new specials

Remote engineering will be for pinned blueprints only. In the new system when you pin, you pin the whole range, so if you pin lightweight multicannon it will pin grade 1-5 of lightweight multicannon.

That makes the increased range FSD a solid pin then, saves some pain of trucking your new low jump range ships around a bit.

Remember also that you only need a G1 engineer to put a special on - so go over to Palin, pin G5 dirty drives, and never have to see him again because Farseer or Martuuk can add the specials. Depending on what you want to do you may be able to engineer most of your ships to G5+special and only actually need to visit a few engineers in person

Do we know for certain if the existing Pins will count in 3.0 or do we have to re-pin the recipes again ?

We don't know, but I hope so. It took me a lot longer than excepted to visit them all and pick a pin. It's more complicated that expected, there are plenty of overlaps and clashes, probably need another spreadsheet.

I would guess that your existing pins will stay - but only at the level you pinned them, so you'll almost certainly want to go back and re-pin them to get the full five-level pin.

(The single-level pins I set up in Beta 1 didn't automatically extend themselves when multi-level pinning was introduced in Beta 2)
