being the game right now it's almost impossible for a PvP Bounty Hunter to effectively hunt down another CMDR even if he's online or he's playing in Open all the time, that's because the Top 5 Bounty List can be read only by local news and criminals usually go very far away, making it impossible to track them down.
So... what about the possibility to "blueprint" one and only one Top 5 List? Being that a Minor Faction one, or an Interstellar or a Powerplay one.
