Remote Workstation Limitations?

Did we ever get an reasoned explanation for why pinned blueprints can be applied to non-engineered modules and to 3.0-engineered modules, but NOT legacy engineered modules?

I don't have any problem with having to visit an engineer in person to get an experimental effect if I want one. But I don't understand why someone would make the decision that it takes a specific engineer to do the conversion from legacy to new (losing a level in the process).

Overall, I LOVE the new engineering changes and the remote workshops are a brilliant feature. ...but as implemented it's only brilliant for people buying and outfitting new ships and all new players. It feels a big flip-off to existing players who may have many engineered ships in their hangar. They now have to slog around the bubble multiple times (or do a lot of swapping and shipping back and forth) just to convert their legacy modules. What could be the purpose of such a design decision? :-/
