No. It’s that cost for each station or settlement you want to rename.
I’ve renamed, with ARX, a couple of Coriolis stations but everything else I just roll the basic name changer until I get something I like.

The station you renamed w/ARX can be changed an unlimited amount of times. (hope that doesn't play havoc with Inara)
