Yes, under Fleet Carrier Livery, and at the bottom right you should see Change Name.
... be aware though that no matter what you type in - it is only held in upper-case now since the FC update - so not just as displayed on ships etc but now as it is reported in your journals etc so EDD ship list looks horrible for example - don't know about INARA and EDSM.
