Just returned from a few weeks out in the galaxy testing the wonderful Horizons patch (uhhhg) and took a look at my nicely decayed major faction rep. So at the decayed lower limit of 75% I started to hand in pages and pages of exploration data. After 40 Mil worth my major faction rep went from the 75% limit to... wait for it... 81%. Wow. A whole 6% increase after 3-4 weeks and 40 Mil of discoveries cashed in. Just silly.
(Now, to those faithful FDev defenders, before saying "rep ain't worth nuthin so don't sorry about it" well nothing in this game is really worth anything. But if rep truly wasn't worth any benefit in-game then why did FDev go to the trouble to implement such a silly feature? Fact is faction rep is worth something in-game as it does affect the earnings in missions.)
