Report Crimes I've Witnessed : Toggle

Suggestion that came up in a discussion thread, currently we have a "report crimes against me" toggle which is great, but the game could also use a "Report Crimes I've Witnessed" toggle as well, this would help out people in groups, or people who want to join the darker side of ED.
It should probably default to "on", and have settings of "Friends/Wings Off", "Everyone Off", and "On"

I think this was in an early beta build (or maybe it was just discussed). That functionality was eventually consolidated with "Report Crimes against Me" for two reasons:

1. For any crime with a victim, other players shouldn't override the victim's preferences. That is, if the victim wants report crimes against them off (for example consenting PVP), there's no reason a third party should be allowed to report the crimes.

2. For victimless crimes (like smuggling) nobody at the time had a good use case where you would want this to be different from your "report crimes against me" setting. It was thus combined with the "report crimes against me" option.

No "report crimes against me" only toggles crimes against you, you can have "report crimes against me" toggle off and will still report crimes committed against others with you as the perpetrator or another.
"Report Detected Crimes" was removed in Beta3:
*Remove the "Report Detected Crimes" entry in functions panel
But there was no mention of it being merged, just removed.
