Report Crimes should be treated as PVP On/Off

1. As in other MMOs, there is a wait time when you change this function. This is to avoid abuse of this system and avoid changing stances mid-fight, in either an attempt to gain an advatange, or to cause penalties to the opponent our of spite or "sore-losing" .

2. With Report Crimes "On", it serves as PVP Off. You can be attacked, but it places penalties on the aggressor, however, you are unable to attack other players first; OR it automatically turns off when you attack a clean player first. With it "Off", you can attack others players, and other players can attack you with no penalties. As it should be. "Open to PvP" as it should be considered.

Common place MMO rules to PvP, or duels, but with a little tweaking to reflect the game elements of Elite.

The current Report Crimes function can be abused to force fines and wanted bounties on players in a undeserving fashion when abused.

The status of a player should be visible to other Players.

Then there should be a different function for PvP On/Off. All MMOs have a similiar function to PVP On/Off, but Elite does not. Solo doesn't fix that, as Solo is a lonely place. And Yes, I seen that post from Sandro which sparked my suggestion.

But what is Report Crimes for? It seems pretty PvP oriented, so this, to me, makes sense.
 
Sometimes you might want to do something illegal without your ship narking on you automatically. That's what it's for. It's like turning your mobile off before you go do a stealth mission.
 
Wow, PvP flag idea. We never see those.... :p

I'd be perfectly happy with an overpowered security response in high security systems, capable of taking out even the most meta PvP craft. Kinda like station gun equipped security ships. Lol
But only for PvP crimes, otherwise some PvE missions become impossible. Lol

In medium and low, they are much more normal powered.

Then, high security areas would become "PvP safe zones", except for areas where security response is unavailable.

Everywhere else is fair game for PvP.

And of course, Report Crimes Off/On function not being available when in danger.
