Innovation centres as an operations building are pointless. It cost about 4 time as much compared to the security and science centres to build and it takes up alot more space an the others, dispite functioning the same. Personally I think the soultion is adding an entertainment centre to replace its functionality, and change the innovation centres functions so its more useful. Perhaps something similar to the Jurassic parks visitor centre or maybe an alternative entrance in Jurassic world mode.
Repurposing the innovation centre so it actually useful.
