Horizons reputaion thresholds

Hey guys

i am currently working on my Alliance rep in order to unlock Bill Turner (need to friendly) and i am at 23% cordial but its taking a HUGE slog just to get it to move and was set in my mind for a very long haul....

Yesterday it was explained to me that the Bar that represents all of the reputation states, i was expecting to have to get to 100% before it would tick over to Friendly but now i am being told that when i reach 100% i will in fact be Allied

is this true? Does anyone know how/what the threshold percentage is where i cross from cordial to friendly, i cant find it anywhere.

Cordial to Friendly is at 45%, if I remember correctly.
Handing in bounties seems to be the quickest way to improve rep - it's around 25k per %age point.
