Reputation Pickle

I have to empress a faction to get a permit to an engineer system said faction will not give me any missions to accomplish this because I haven't built rep with them. (insert dog chasing its tale) lol!
 
They should have some missions available for someone that is neutral with them, unless some other factor is limiting the situation such as a lockdown state in the system.
 
If it's about Sirius - the easiest ways is to do courier jobs between Ceos and Sothis - they have an agent there.

Anything else: search for a Station in a nearby system that is controlled by that subfaction and sell them commodities or turn in bounties/ combat vouchers.
 
If they control a station/outpost/base, anything that earns you a profit will gain you reputation with them. Even smuggling - though this won't be the case once 2.3 goes live.
Don't get fined and don't kill this faction's ships, even if they shoot you first.
 
There is CNB in one of Alioth Independents' systems, go and do some BH there (Do not kill wanted Alioth Independents ships!). This is one of the fastest ways to gain rep with them.

interesting... empress - NOUN - a female emperor. Anyway...

The Alioth Independents are the controlling faction at the Rominger Dock, Read Gateway and others at 78 Ursas Majoris so any profitable activity, such as selling exploration data, mining and selling it at that station and trading AT A PROFIT, that you have at those stations that is not mission related will increase your reputation faster than just doing missions alone. I use these types of activities when the mission boards for the Alioth Independents are empty... Which happens a lot. It also helps moderate any grind that you are doing by adding activities that you enjoy instead of endless data missions and the like.
