I would like to suggest that a label is added to the Community Goals and Missions that notify the player from a glance that they are unable to complete or participate due to the target system is currently not allowing completion or participation for reasons like Lockdown. This will inform the player to avoid traveling to such area's until they are resolved as the current Community Goal is set a good amount of distance away from the "Bubble", and PS4 player such as myself are uninformed that the long arduous journey was entirely fruitless due we are not being informed properly that the target system is not accepting trade goods to further the Community Goal.
I would suggest something like this to be implemented in the future:
NEW FEDERAL OUTPOST [LOCKDOWN]
or
NEW FEDERAL OUTPOST [COMMODITIES DISABLED]
or
NEW FEDERAL OUTPOST [SERVICE SUSPENDED]
