It should be :
1st player to reach Elite status within X hours of gameplay logged.
Since only FD know how long they think it might take an average player, they can set X to be sufficiently hard so that only truly EFFICIENT and SKILLED players can achieve it within X time....not just those with cargo loads of free time.
