Why?
I think it might actually make the game better.
High security systems would be quite safe to enter, no pirates, no real chance of being attacked without almost instantaneous police response at..
On the other hand, Anarchy zones would be a challenge to get through without being attacked.
The game play can be built from that point,ie. Missions to protect traders have meaning, smuggling missions become more of a challenge. Piracy becomes a challenge.
Repping with factions in Anarchy systems would be worthwhile for a smuggler or a pirate...
It can all go e together quite nicely.
I suppose the response between your immediate arrival and scanning would need to be balanced for skill etc but these are details for FDev.
