"(Requires Unknown Permit)" - ~55,000 LY from SOL - REALLY?

Anybody have any ideas why I would need a permit for a system that is located ~55,000 LY from SOL. I understand human habitable space having the requirement but unpopulated space? Is this a possible placeholder for a future something or have I missed something here? :S

System: PRAEI2 SO-P D6-40 pretty much applies to all PRAE.

this is just one of severeal permit bubbles out there, and yes they are probably placeholders for other races or similar things to be added.

Hmmmmm, Be afraid,,,,,,,,,,,every time I see a post like this, I don't think about what ,,, may or may not appear there at some point,,, but rather the "game killing" technology that must evolve to enable the 99% of ED to cut the travel time at 2,000ly/hr for 55,000LY from a delicious 27+hrs,,,,,,,to 5 mins !!!
