Just have a pair of gimballed beam lasers in your hardpoints. Use that as the finisher and you will steal a kill, or prevent someone else from stealing your kill.
Just transfer all power to weps, and keep that beam firing once the target is under 5%.
I'll admit I do steal kills sometimes, though most probably unintentionally. As things get hot in a Haz Res site, with security, miners and players shooting at each other, how the hell am I supposed to know if another player's already gunning for a bounty... unless of course he's doing a one-on-one with said bounty. Otherwise, all's fair in love and pew-pew.
