Do yourself the favour and upgrade to class 3 weapons, the difference in damage is amazing :D and if you run burst lasers you'll still be able to fire for quite a long time. I'd also recommend upgrading your power coupling to max, as it increases your weapons, engine and systems charge and re-charge rate.
Also, at least in theory it seems to be more energy efficient to just strap as many A rated shield boosters to the ship as possible, rather than upgrading to a better shield gen. So get 3 of those while you're at it. And better bulkheads never hurt either, you'll have enough spare mass to go around :)
If you wanna save on money, cut the thrusters and the life support, they're kinda superfluous.
I got my own Vulture recently and I've had an absolute blast with the sjip, so whatever you dicide to do with it, I'm sure you'll have fun ^_^
 
Honestly that is a pretty shocking loadout, I don't know why you're in a vulture if you're not using Large hardpoints either. You should be using 5 rated thrusters as well and some of your choices are strange, such as the A class life support. You'll need a stronger SCB to have a noticeable impact as well. Put your basic scanner on slot 1 so you can have a rank 2 fuel scoop. I wouldn't bother with Class A thrusters on the Vulture because it is mavouvable enough and even with Class A you can't chase anything. An A distributor is so necessary and cheap it should be one of the first upgrades on a combat, or any, ship.

Here's a build that still uses your B class Power Plant but you can do even more with an A. It is also cheaper, stronger and lower on power usage.

Certainly D thrusters are fine I've tried A's in the PC Mac cross platform Beta and other than upping the speed by 20m/s it's hard to detect much difference not for 5 mil anyway.
