So a while back (before a major error on my part), I had started hunting large ships. Now I'm around Meliae and in the LIRES and regular RES don't have targets showing up very often. Are there any systems that have plenty of activity near Meliae? I have a Vulture that I want to let loose.

Just chill for awile, go and do something else, then come back to game and try again. No fear.
So should I start up a trader and wait for the Spawns to refill or is the game looking at my recent time played to determine how many enemies to spawn?
I mean, leave game and play something else or read, watch tv series, talk to people. Chillout for 10 min - 1 hour, then come back. Try again until you get npc swarm.
