I noticed lately that every time when I drop into any resource extraction site (Hazardous or low) I get a system link error message - Security services not available. For me as an intermediate level player I prefer to have security services during bounty hunting, Some could argue what is fun in that, but with my current ship/weapons - If I fired towards hostile target, I am definitely sure my ship would be destroyed.
Going back to the original question - Does this mean that not all systems have security services? The system that I am currently in is controlled by federation and security risk is low.
