Resource extraction sites

Can someone tell me what point these play in the game?

I visited one last night in my type 6 and found many ships, but in terms of resources and extraction not much was happening.

Best I could fathom are these are placeholders until mining equipment is brought in?

(a) Blowing up bad people and collecting bounties and cargo to sell on the black market
(b) Blowing up good people and collecting cargo to sell on the black market
(c) A combination of (a) and (b)
