Newcomer / Intro Restarted a settlement - but NOTHING in the lockers...

I took a mission to 'restart' a settlement, and completed that part.
While wandering around afterwards I discovered that NONE of the lockers/containers had any items, and all the dataports were empty.
Is this normal?
Did I do something wrong?

Did you relog at any point? Relogging is verboten and clears the settlement of goodies.

Mission description said "reactivate settlement", not "leave in pristine condition"

Much like scavenger missions say "eliminate scavengers" and don’t mention anything about not using high explosives to do so.
