Restore Mission now broken

I use to enjoy doing restore missions be not so much now.

Now when scavengers are a the restore mission location there are now some non-scavengers also. This is not the problem, you just have to be careful who you shoot.
After getting rid of the scavengers I proceed to the power building to reinstall power.
Now inside and starting up the power one of the no-scavengers comes inside and starts shooting me.
If I shoot back I get wanted, so you can’t defend yourself or you will get WANTED.
so I try to run out of the building and run into another NPC shooting me.
I am now out side on top of a building and I need to go back inside to put out the fires with now two NPC’S very angry below.

I have had enough and dispatch them, get WANTED and now have to fly off to the nearest system to clear my name before I can continue.

I tried another restore missions to see if that one was a quirk, but no same thing happened angry NPC’S.

Getting wanted is a real pain, just not worth doing restore missions any more.
 
You need to make sure that the non-scav NPCs do not see you do anything illegal (such as mucking around with the power regulator housing -- be it starting or stopping, opening any of the process sample or catalyst devices, downloading any of the data that triggers the site alarms, cutting into doors, etc.)

I usually will make sure the NPCs are far enough away, get the power regulator starting up, and then get out of the area as it does it's thing.

To note, if you are able to disable the site alarms, say before you power down a site to steal the power regulator, then you can stand and wait for the power to completely shut down, grab the power regulator, and run out of the area before the NPCs arrive -- and they will all swarm to the Power Regulator housing to see what the hell is going on.

One of the fun things about having non-scav NPCs mixed in with the scavs, is if you can aggro one of the scavs to start shooting at you, the non-scav NPCs will join your side fighting against the scavs! (you might have to be allied with the non-scavs for this, not quite sure)
 
Just like in real life, communication between the central office (who hired the guy to turn on the power) and the boots on the ground is janky. The guards have no idea who this random dude is mucking with their power station, and they are trigger happy!

Personally, I like the fact that there can be a mix of scavs and friendlies present -- makes for more interesting missions. Otherwise, would be a cookie-cutter, same every time affair and not much challenge.
 
Yeah, but how can the guy tasked with fixing the power be doing anything illegal? It's like me shooting the guy I hired to fix the plumbing! I think this is just clear indication that their presence is a bug.
It is I believe. They are Power Play guards and they spawn in the reinforcement waves for normal settlement defences and randomly substitute certain guard positions. However I suspect the scavenger ships and initial scavs are also technically handled as 'guards' under in the hood and in Power Play systems the dice roll for them to be at the settlement and in the reinforcement waves is being done even though it shouldn't.

If you are a PP participant they are no-notoriety kills and give merits. If you are a little people independent (jk) then they might count like regular guards and land you with bounty and notoriety.
 
I have to suspect something locked was opened, or downloaded, or swiped while a friendly NPC was is sight of them, as Finn McShane suggested.

I will add that I have been doing these missions the past few nights and have seen some very wonky stuff. Last night one of the power up settlement missions I had went very bad. No friendly NPC's at this site, powered the building up and instantly got a SRV under attack message. No biggie, head outside and the NPC's attacking are all allied green, SRV is parked in an open spot not blocking anything. So I got a bit miffed and thought- Ok ya wanna play that way, fine, I know some great interstellar factors. And I proceeded to dispatch the ungrateful twerps. On the third NPC i crouched down beside a half wall, the game glitched, pointed my camera straight up, and froze while the other NPC's took like a whole 3 mins to dispatch me, blow up the srv, and blow up my ship, wha wha wha whaaaat! lol I tried resetting the controller, I tried everything my realing mind could think of in somewhat of an angry panic. I didn't think of the stuck button, I don't even know where that is, lol, noob.

In general I have noticed the game has been spuradically very wonky since Trailblazers. Long spiny things for transactions, glitchy audio, hyperspace times, long transition screens (black ones), lots of stutter, no lag or rubber bands though, and NPC's that can cast a hold spell on you while they systematicall take you and your vehicles apart. The hamsters are very stressed, i think one may have a gimpy leg.
 
The Restore missions are just not worth the hassle now, They use to be fun to do and a good way for the beginner to collect materials.
I used them to get needed materials for suit and gun upgrades in the early days when I was combat challenged.

The main reason to do Restore missions is to get materials & Data, but being constantly hunted by NPC’s you can’t defend yourself from is just bad game mechanics especially if you are new to on foor stuff.

Getting Wanted is a big pain in you know what and takes precious game time to clear.

Restore were my favorit, not doing those any more. I'm supposed to be a good guy there: deliver Power Regulator, eliminate all scavs, restore power, bring settlement on-line... and NOW most of the times I have to massacre at least couple of Guards? Come on!

No, those are Guards now. I'm pledged and doing that in reinforcement system to get 1200 merits per restored settlement. And did that many, many times before. But after some of latest updates those NPCs Guards are becoming hostile after see me cutting panel and/or charging door(s). Since most of those Guards are having access level 1+ they are chasing "good guy" inside building(s) as well. Now for every killed Guard: wanted + notoriety.

I am not pledged, and was killed by guards during a restore mission. Using a weapon to protect myself and the guards from scavs, caused the guards to see this as a hostile act and they opened fire on me. This is simply crap coding, the player is there to restore power to the station, you are the good guy, the guards should not attack unless you do something silly like trying to kill them. Trying to defend yourself from scavs should not trigger a hostile response from guards, it is downright stupid.
