Dude. They're all over the place. Took me minutes to find some (21 actually) in Calennero after doing an Inara search for settlements in Civil Unrest. Other negative states spawn them too but Civil Unrest is very common so I just default to that.

I just picked up some restore missions today in the system i happened to be in when i needed to "borrow" some. I'm now around 200LY away from there laughing with my stolen power regulators.

I think it was an anarchy system, no idea about any other factors. As far as i know, they will simply spawn whenever a base is offline, but what do i know? For all i know it might depend on whether Jupiter is in Uranus.
