Rethink rare good spawn rates, now that rare goods have been nerfed

2.1 has nerfed rare goods. Due to BGS effects, it's looking like 40% of rare goods are not available for sale.
Mostly this seems to be because a system that is in a state of war has a reduced supply of commodities.

That's fine. But now it's time to have a rethink of the whole rare good spawn rate mechanism.

You can travel 200ly to a system, then 500Kls to the station only to find that the rare good is only available at 1 ton every ten minutes, so you could easily be waiting for 2-3 hours to get a full allocation of the rare good.
There is no feedback to the CMDR, there is no way of affecting this spawn rate. This total non-mechanic might have been barely acceptable pre 2.1, when you could usually guarantee that a rare good was available. But now, you could easily have gone all that way only to find that the rare good isn't available at all.

I spent 5 days earning a permit to Jotun to be able to trade the rare good Jotun Mookah, only to get offered 3 tons out of a possible 32. I didn't bother waiting the required two hours to get a ful allocation, so I left and didn't go back to Jotun for 8 months.

Rare good CGs never use the normal spawn mechanism any more, because players hated the way they were gettign pathetic spawns.

the usual people will come and post "rares are rare". Well they are right now, rare goods are nearly non-existent. Except when there is a CG, and by magic there is suddenly a million tons available.

So please rethink the way rare goods are spawned.
 
I think they should be overhauled completely. It's an absurd simulation right now. We have them all year round but you can only have 5! Until you leave and come back after 5 minutes with an empty hold!

Make them seasonal. You only get one allocation each season. You can increase your allocation with high faction rank, and by doing missions for the controlling faction year round. Give some away as mission rewards outside the season. Make it seem more like a real desired product as opposed to some gamey spawning item.
 
Some seasonal rare goods would be wonderful. such as Personal Gifts only available in December.
Missions for rare goods are sorely needed. And rewards for doing missions would make rare goods far more realistic. I sometimes do missions while waiting for another spawn. But if I get a spawn of 1 ton, it's not worth waiting around. Several rare locations I've only bothered going there the once.
The way it is at the moment, I wouldn't recomend trading rare goods to a new player, unless it's during a CG.
