Newcomer / Intro Retreated Minor Faction and Open Missions

I took a couple of missions yesterday - "take this cargo someplace" - but didn't load the cargo, being busy on other matters. Today, returning to that system/port I find the minor faction who gave the missions was retreated on today's tick through loosing an election to an 8th invading minor faction. On the missions board there seems to be no way to pick up the cargo, although both missions still list in my transactions tab in the ship HUD. I'll know in the next hour when the timer expires on the first mission whether I'll pick up a fine or the mission simply expires. Is this normal?

Yes that's normal. The faction has retreated so can not give you cargo anymore nor payout rewards for missions you completed but did not not yet cash. I don't know if you'll get a fine but I'm not optimistic tbh.

Normal, but really rare.

Yup, picked up the fine. Triffic! At least they should just cancel the mission, gratis, right?

Super edge case there mate.

You'll also lose reputation, althought the retreat means they won't lose any influence, something that does happen if they're still present in the system when you fail a mission.
