Retreive Sample From Containment Unit: Site Power is up, Containment Unit is powered off.

Can't open this pesky containment unit at an industrial site. The site power is on, but the screen with which I open the containment unit is black and cannot be interacted with.
I have L3 authorisation.

Is this a bug?

There are 2 of them....are you at the right one?The wrong one is always empty,cant be interacted

i was able to fix by flying 30k out and back, resetting station

It's the one the terminal had directed me to.

Funny, I often face the opposite when hunting scavengers. The site is powered off but there's (usually) a single container turned on with a sample to grab. I guess it might be for the retrieval missions on abandoned settlements.
