Ship Builds & Load Outs Retrofitting and Outiffting suggestions - Multiple small modules in bigger slots

I'd like use o be able to put multiple small modules in bigger slots.

For instance being able to put all the scanners in a medium size internal slot or something like a small shield cell in a lost with a small shield generator.
 
Why not? it'd make some of the smaller ships more versatile say for mining where a slot's needed for the refinery and now there's one for drones, that could mean a Cobra would be required to accommodate the additional modules, as long as it doesn't cause gameplay balancing issues where's the harm?
 
That would defeat the purpose of slot sizes imo, not a very sensible suggestion but that's my opinion.

One of the upsides and I think its a big one is that it would allow the developers to create a lot more small modules and allow fro more variety.
 
Theoretically, it could be done with a 2 class down rule, ex. a class 3 hardpoint can have two class 1 weapons, which would not be as good as a single class 3 weapon of the same type. Though people would use this to say, have more railguns or multicannons, which are not avaliable for class 3/4 hardpoints and thus this would cause notable balance issues.
