I started playing ED in January of 2016. I left shortly before Odyssey was released. When I left, there smuggling was a thing. That was one of the activities I enjoyed and found profitable. I've seen that rare goods are all legal across the bubble now. That considered, is there any smuggling still going in the bubble?
 
Try some passenger missions... those that pay the most (once you've REP'ed up) usually are wanted by at least one faction and really don't like being scanned even by factions they're not wanted from.
And if you want to aid the war effort - from what I'm reading, there are also lots of criminals wanting to escape from Sol right now. CMDRs that are a little slow at leaving the source station report being blown up by that station.

Yes, go to Robigo Mines to do the passenger missions. Some of the passengers are criminals, so you get chased while doing the missions. You have to carry the passengers out to a beacon and back, which is about 4 or six jumps for the trip. You don't get interdicted as much as the old smuggling runs, but still enough to make it interesting. The missions are quite lucrative once you've ranked up with the local factions - about 100 mil/hr. A shieldless Python is the best ship for it. Use heatsinks to stop the interdicting ships from scanning you.
