What is BGS these days? I mean really... (<--- the first of many 'dot dot dot's to come) I'm flying into our station (310k LS from the star), when I'm intermadicted... I'm clean, I assume it's an NPC pirate, turn & fire... I receive a fine. Realizing that that just happened, I turn, realign with my course (ZERO NOTARIETY), and proceed to my 20min destination, without killing the "clean Pirate". While en route, I check my transaction tab... No Fines, No Bounties... except 200 Bounty for what I JUST did, in my current system. I get to the station, go into contacts, Authority Contacts... "TURN YOURSELF IN" … "200 Credits"... what!?! Seriously? 80LY trip to JAIL, pay a 200 Credit FINE (Why it's no longer a BOUNTY IDK), then I'm to start my 310k LS trip AGAIN!?!?!?? OMG, there's no wonder there are so many belligerent pilots out pirating the galaxy. I'm so infuriated I'm done with ED for today... I'm posting here, then playing DragonQuest XI!!!

When that happens to me, I ignore the fines that send me to jail until I collect enough of them to be worthwhile - then I allow incarceration when I have a "close" mission objective.
 
So, you started shooting at someone without checking who they were?

Could have been security checking you weren't a smuggler.

Not sure why you think this is a problem, it takes a second or so to passive scan a ship to see it's status.

TL : DR = all the nonsense of the current fake C&P System in action and at its best.
It's utter and complete crap indeed.

To keep things constructive :
  • NPC Pirates interdicting - even if fully resolved in SuperCruise - will turn up as not yet resolved after ending up in normal Space (another Player as well for what it's worth)
  • as the act of Interdiction still isn't a criminal act warranting a Bounty, the interdictor can come up as clean in the local jurisdiction
  • either way, the Interdictor needs to be subject to a complete basic scan again back in normal Space OR it has to open fire 1st (auto-resolves) , otherwise opening fire first counts as a criminal act (Weapon-related fine!) against an unresolved Target
  • any fines originating from Weapons fire aren't the usual oddball fines that can safely be paid off within the affected jurisdiction without consequences (like a 100Cr loitering fine for example), but will have the Ship deported to the nearest Detention Facility instead (yes... even over 100Cr!)
In case of such a Weapon-related incident, seek the nearest Low Security or Anarchy System and use Interstellar Factors to safely pay it off without hassle.
In most common situations, that effort is easier than ending up in a lousy Detention Center after "handing yourself in".

All correct, except one minor detail - if the ship you shoot at IS in fact, legal to attack in this jurisdiction - you wont get a fine/bounty for opening fire on them before resolving the target.

However, this is possibly why the OP had a problem, they took a guess, that the interdictor was wanted, and took a shot without checking. Evidently they were in fact clean.

Sweet, I have Dragon Quest XI sitting on the side waiting for me to start once I get through my current backlog. This will be my first entry in the dragon quest series, looking forward to it.

Hm, I remember that Detail from the Update note when the "Crappy Punishment" xD System was introduced.
However, I was under the impression that this Detail didn't quite work out (both PvE and PvP) and/or got lost after some Update. Seen plenty of reports of folks getting in trouble that way - against clearly Wanted Targets (NPC and Human).
(haven't intentionally tried that in a while though, so I could be wrong and everything is back working as originally described)
