This idea stems from a different idea Marc_Hicks posted Here. Which would tie in to this idea very well I believe. 
At the moment, CZs don't really make a lot of sense. So I thought if you added a new type of massacre mission (not pirate ones), it would help make more sense, with minimal effort or re-write of the whole CZ thing. (In theory)
Here goes...!
Add a New Type of Massacre Mission
But name them Military Combat Missions or something similar, since these missions are military based, IMHO it would make sense to separate them from the normal massacre, and massacre pirate missions.
These should, in theory, add more towards your military rank than any other type of mission.
Following Orders
As a more military focused mission, these missions should request you complete your mission in a specific Conflict Zone, under the understanding that it's where the faction needs you right now. Your mission rep will say something like: "We need your support at one of the Conflict Zones around Planet X!"
These would be highlighted on your navigation panel with the usual globe icon.
The normal "kill anything" missions could exist along side these. But these being more specific sould pay more, because they'll become harder to stack, and you could be forced in to low/High CZs, or other CZs very far away. Accepting multiple missions could mean you'd need to be fight in multiple CZ, making them virtually impossible to stack (hence pay increase). Whether or not that's a good thing is based on your point of view!
Mission Updates
For these new missions only, you could receive updates to request you relocate to a new CZ for the remainder of the mission. (To avoid annoying the players only allow 1 relocation per mission).
You could receive a message saying: "Good job CMDR, looks like we've got things under control here, head to the Conflict Zone at Planet Y, we're losing ground there and need backup!"
This would not be an optional mission update, as you are under currently military command, if you don't like it, abandon it. All kills from this CZ would no longer count towards the mission. This mission update could possibly be triggered based on the current radio of ships in the current CZ. If it tips too far in your favour, it's more likely to update.
This idea combined with Marc_Hicks' idea, means conflict zones would no longer feel like the endless pew pew that they currently are, (unless you go there without a mission), and you get to fight around new and interesting locations, rather than just a spot in space.
The other good thing is it mixed up the endless pew pew for CZs a bit, and makes them feel like part of the game some more, without reworking the entire CZ mechanic.
The only problem is getting the game to distinguish NPC's from different CZs. I have no idea if that's possible...?

Cost Them Dearly type massacre missions could essentially ask you to eliminate a certain amount of credits (in bonds) worth of hostiles. This would work more or less the same as the current one.
The other idea is Target Their X Class Ships, this mission asks you to specifically destroy a certain amount of a certain type of ship, for example, "Destroy 11 Federal Corvettes". This would mix up the mission a bit, and force players to move around more, although it does depend highly on RNG. This could be both specific mission, or as a Mission Update.
Priority Target Update, this would be an Optional Mission Update only, and request you kill a specific High Value Target in your current Conflict Zone. These targets should pay out more in bonds, but also be tougher to kill (always Elite, always one of the big 3). On rare occasions, even be a to route hostile capital ship, for considerably more money. The target would need to be labelled as "Priority Target" instead of "Mission Target", otherwise you might not find it... Lol
