Risk Assessments and Security Expenses gone the way of the Dodo?

Searching multiple stations for missions for Risk Assessments and Security Expenses. None to be found! Only 1 or 2 available on Fleet Carriers. Does Frontier not want us to upgrade our Weapons?

I'll fly across the bubble to get missions for these, or is there a Great Materials Trade thread somewhere?
I don't look forward to searching Labs, Command or Security Centers for a 1% chance to get one when I need 16 of the buggers!

Edit: Found some Security Expenses at a FC. Now all I need is those pesky Risk Assessments.

You have to find the station offering it first!
I surfed 25 stations in Ye'kuana yesterday, and stations in Military, High Tech, Feudal & Imperial today with zero results. RNG indeed!
So zero security expenses for a measly 10 hours work.

No they're not.
At least not for me...

But yesterday i stayed logged about 8 hours monitoring both the ship and on-foot mission boards for missions giving Manufactured Instructions.
Got exactly one mission for 15 MI when i was about to close the shop... one single mission in 8+ hours

With so many different data types used for upgrades, missions are always a bit unreliable if you're after a specific one.

Risk Assessments I found to be one of the most common types to show up in data ports, though. (I mainly went to Extraction-type settlements, which most people seem to ignore, so maybe that makes a difference?)

Yep and I see Manufactured Instructions all the time in Ye'kuana.

IMO, no matter what one does in elite, trying to look for something specific doesn't work very well. Much better to go about ones daily activities and then grab the opportunity if one comes across something on the wish list.

I've found that switching systems seems to encourage the mission server to refresh the materials on offer. It could also just be a placebo. Worth trying though.
