10% chance to get anything at all devided by the amount of total mods available. So for example 5 mods available 10%/5=2% chance to get what you want which means that you need a statistic amount of 50 rerolls until you get what you want. But It is also possible that you have to reroll only 10 times or 500 times or that you will never ever achieve what you want in your ED life.

I have just cleaned up various inappropriate comments and langauge in this thread. Please stick to the topic and review the forum rules - no masked swearing and no personal insults and digs.

I think the point has been made here so I am closing this, with just one addition. The devs did announce just before go live of 2.1 that they will be adding a new feature into the game shortly which will allow the special effect to be guaranteed, in exchange for a drop in reputation with the engineer. This will make it easier to get the special effect, but will carry a penalty. We do not know exactly when this will be put in the game but it seemed like it will happen pretty soon.
