These come up about once every 50-100 missions. The problem is that you don't know that they're military outposts until you get there unless you want to waste a lot of time doing research. When you get there, there's Feds circling, and to land, you have to slow right down in front of them where they'll see you and scan you. The best technique seems to be silent running and pray that you don't mess up your approach and landing.
For the first delivery of the run, I was approaching a normal station, when a pirate dropped in and started to shoot me. Normally, if you can get into the no fire zone quickly, they won't follow you in, but I guess this one did because he had already started firing. Anyway, the Feds weren't having any of that, so they all came charging out from the station to deal with him, which left it clear for me to make a casual entry. I was thinking that that would be very handy for a military outpost.
Guess what? My next delivery turned out to be a military outpost, which I found out after several interdictions on the way in, so I left and did all my other deliveries first because of the risk. At the end of my run, I went back to make that final delivery and had a very quiet run in. I dropped out about 7 km out, requested docking and started moving around the outpost to get a direct approach to the landing pad. Blow me! Suddenly a pirate appeared and started shooting me. Like before, all the feds came charging out, leaving the outpost clear for me to land without any special measures. How's that for a coincidence?
