Newcomer / Intro Rogue Cops?

I bought an interdiction thingamajig and went looking for someone's day to ruin. It didn't take long, found a wanted target and dragged him out of FSD. He took some killing, his shields refreshed quicker than mine and it was a battle of attrition but I persevered and came out on top.

Just before my mark exploded I saw a message flash up in the top left display saying "Federal Crime Detected" or something similar. The 22k reward which flashed up in the top right display took my mind off it though. So I go to the navigation panel and look for a destination when I start taking hits. It's the Feds and they are not happy with me. I took a lot of damage but managed to get into FSD, found a nearby system that wasn't Federation controlled and high-tailed it out of there.

I was thinking I might be able to pay any fines at an Independent station before returning to Ananke where the supposed infraction took place but there was no fine to be paid.

I returned to Ananke and headed for the Cavendish Station half expecting to be blown out of the sky before I had chance to request docking. Just before I got to the station I was interdicted. I let them pull me out of FSD thinking I could probably make a few credits from the kill but it was the Feds. I waited to see what they would do, I didn't even deploy my hardpoints. The Feds... did nothing. They scanned me and then circled me without engaging.

I hit FSD again and headed for Cavendish Station. Halfway there another interdiction attempt was made. Not wanting to waste any more time I evaded it and went on my way. I was allowed into the station and their scan didn't inform me of any crimes or fines. I hit the Contacts in the station and there were no fines to pay, just the 22k to collect from the kill I had made.

So who were these cops? Did I do something wrong to make them attack me in the first place? But if I did then why wasn't there a fine to pay? Or is it a bug? I don't know, can anyone try to make sense of it?

They won't shoot till the fine becomes a bounty. To pay the fine you have to check the system map and make sure the station you are going to is actually owned by a Fed aligned faction. A Fed system doesn't always have all fed stations. You can check if you are wanted in the right and panel on the first tab. Flip through the pages one of them should have your current fine, but sometimes it doesn't display correctly. Also if you are actually wanted in the system above your shield display a wanted tag will pop up. If that's there they will be hostile.

if there is nothing in your stats panel saying you have a fine then you are clear, could have been a bug. Did you die at any point? That might clear it but probably not. You also may have received the fine from an independent faction and so it will be restricted to just that system. In fact the right panel I think only shows galaxy wide fines but I'd have to look at it again.

Actually I usually miss these notices I guess, but I've seen a message pop up saying system police were there to check a reported crime, but they didn't give me a fine either. This may be new or I missed it. Anyways it could be that. You can turn off reporting crimes against you in the right panel, since he was a criminal it could have reported the crime against you when he hired back. To make sure your clear when you bounty hunt always scan again after dropping out of sc.

I was near a nav beacon looking for wanted NPCs just a bit ago. I found one and started attacking it. A fed joined in. After I killed the wanted NPC, the feds turned on me. I never hit them once, nor did I have a fine or wanted status, and I'm neutral to all factions AFAIK. I'm not sure what caused him to attack me.
 
it is kind of a bug, the police are responding to aggression against all ships that belongs to the system faction.
this will be fixed soon and the dev's plan to make it so that any npc's that commits a crime and get wanted status will drop out of their faction.

until then be careful attacking targets that belongs to the system owning faction (the one whit the most influence in the system)
